The aim of this international competition, sponsored by the State of Victoria, was to produce ideas to serve as permanent landmarks for Melbourne, the state capital. The site was 80 acres of railway land between the city centre and the Yarra River. The design extends the existing ‘gridiron’ city plan towards the river. The existing riverside boulevard is diverted and the riverside developed into an urban park which complements the Botanic Gardens across the river. The park is edged with arcaded multiple-use buildings. Within the park lie large public spaces housed beneath formal grass banks. A central communications tower also acts as a station on a proposed cable-car system.
